LIBERIA: In Energy Sector CI, EPA, Begins Two-Days Training for Technicians

The Conservation International (CI), and Environmental Protection Agency of Liberia (EPA) on Monday February 18, 2021 begins a two-day technical training workshop in Monrovia for technicians in the energy sector on the methodologies and application of the Intergovernmental Panel on Climate Change (IPCC) Guidelines and software for data collection, analysis and reporting.

The training which took place at a local entertainment center in Monrovia was held under the auspices of the Capacity Building Initiative for Transparency (CBIT) Project  and supported by the Global Environment Facility (GEF).

The Capacity Building Initiative for Transparency or CBIT Project seeks to support, build and strengthen Liberia institutions’ capacity to implement the transparency elements of the Paris Climate Agreement.

The training  attracted almost top Liberian technicians representing the Ministry of Mines and Energy, Liberia Electricity Corporation, Rural and Renewable Energy Agency of Liberia, Liberia Petroleum Storage Company, Ministry of Transport and representatives of the private sector  the  training also focused on exercises tailored towards enhancing understanding in the reporting guidelines, uncertainty analysis, key category analysis, approaches to data

Speaking Monday at the start of the training, Mr. Arthur R.M. Becker, Project Officer, Multilateral Environmental Agreement, at the EPA and National Focal point  at the EPA Capacity Building Initiative for Transparency or CBIT.

Mr. Becker, who   proxy for the  , Executive Director, Prof. Wilson K. Tarpeh said that the exercise was intended to help technicians gain the necessary skills that are needed to collect, analyze and interpret data that will be used by policy makers in helping Liberia meet its commitment in respect to climate change and the necessary mitigating measures.

He said for Liberia to be able to minimize Greenhouse Gas (GHG) emissions, we must prepare technicians that will be able to bring the information that is needed to informed major public decision.

The training is also focusing on exercises tailored towards enhancing understanding in the reporting guidelines, uncertainty analysis, key category analysis, approaches to data collection and reporting.

For his part, William T. Thompson, assistant minister for Energy at the Ministry of Mines and Energy said Liberia will need to reduce gross Greenhouse Gas emissions from the energy sector, which is the highest emissions sector.

Giving the overview of the training Worksop, Dr. Charles Ansumanasr. Energy Technical Advisor and lead facilitator said on December 3–4, 2020, energy sector technicians were trained on the methodologies and application of the 2006 IPCC Guidelines and Software for Data Collection, Analysis and Reporting. This training was conducted in line with the provision of technical assistance to the energy sector of Liberia in a bid to realize specific outputs and targets as set out in the energy sector.

He the training was facilitated by the Energy Technical Advisor and two national consultants and international expert reviewers of the United Nations Framework Convention on Climate Change (UNFCCC).

According to him, It placed particular emphasis on the gathering and analysis of GHG inventory data for the energy sector and reporting the data in keeping with the TACCC (transparency, accountability, consistency, comparability, and completeness) principles of the Intergovernmental Panel on Climate Change (IPCC) whose guidelines are internationally agreed-upon methods to estimate emissions and sinks for national greenhouse gas inventories (GHGI).

He indicated that the training sought to help bridge the capacity and needs gap, which is primarily fuelled by the lack of trained sector technicians to meet up with the herculean task of gathering, analysing, and reporting GHGI data.
