Tubman University and University of Memphis Sign Groundbreaking Academic Partnership
Harper, Liberia – July 14, 2025 — In a landmark move toward global academic collaboration, William V. S. Tubman University (TU) has officially signed a Memorandum of Agreement (MoA) with the University of Memphis in the United States. This agreement, finalized on June 18, 2025, marks a significant milestone in TU’s ongoing efforts to elevate higher education in southeastern Liberia.
The signing ceremony featured TU President Dr. Olu Q. Menjay and University of Memphis President Dr. Bill Hardgrave, representing a shared commitment to enriching academic programs through collaborative research, professional internships, co-hosted seminars, and workforce development initiatives.
“This agreement opens new doors for our faculty and students to engage with global academic practices and strengthen our research capacity,” said Dr. Menjay. “It reflects our ongoing efforts to place Tubman University on the global map as a hub for excellence in teaching, research, and meaningful international collaboration.”
The partnership grew out of Dr. Menjay’s recent visit to the University of Memphis, where he met with senior academic leaders, including Dr. David Russomanno, Executive Vice President for Academic Affairs and Provost. The delegation identified key areas for immediate collaboration—particularly in the fields of education and engineering, which both institutions recognize as crucial to national development and global advancement. Meetings with college deans Dr. Mike Miller and Dr. Okenwa Okolo further explored strategic programming options that will directly benefit students and faculty across both universities.

The timing of the agreement closely follows Liberian President H.E. Joseph Boakai’s recent state visit to the United States, where discussions emphasized the importance of strengthening U.S.-Liberia ties in education, trade, and development. TU’s new partnership with the University of Memphis is in clear alignment with these national objectives, reinforcing its role as a strategic player in Liberia’s academic and innovation ecosystem.
While the MoA does not entail immediate financial obligations, it lays a robust foundation for long-term cooperation based on mutual interests and available resources.
