NRF Ranks Second Among Top Public Institutions, Strengthening Governance, Infrastructure Drive

The National Road Fund of Liberia (NRF) has secured major national recognition, emerging as the second-best performing public institution in the country under the 2025 Performance Management and Compliance System (PMCS). This ranking, released by the Government of Liberia, highlights the Fund’s growing reputation for efficiency, accountability, and strong institutional performance within the public sector.
The PMCS is an annual government-wide evaluation framework designed to measure the performance of ministries, agencies, and state-owned enterprises. It assesses institutions based on key indicators such as compliance with administrative regulations, financial accountability, service delivery effectiveness, and overall management performance. The system is widely regarded as a central reform tool aimed at strengthening governance, improving transparency, and enhancing public sector productivity.
In the 2025 assessment, the National Road Fund stood out among dozens of public institutions, earning high marks in compliance and service delivery. The Fund’s performance reflects its continued efforts to ensure the efficient mobilization and management of road user revenues to support Liberia’s national infrastructure development agenda. As the agency responsible for financing road maintenance and rehabilitation across the country, the NRF plays a critical role in supporting government efforts to improve transportation networks, boost economic activity, and enhance connectivity between urban and rural communities. Its strong showing in the PMCS ranking is seen as an affirmation of its commitment to operational discipline and results-oriented management.
Government evaluators noted that the NRF demonstrated consistent adherence to financial management standards and showed measurable improvements in institutional efficiency. These strengths contributed significantly to its placement among the top-performing agencies nationwide. The recognition comes at a time when the Government of Liberia is intensifying efforts to strengthen infrastructure development as a key pillar of national growth and economic transformation. Reacting to the achievement, the Manager of the National Road Fund, Mrs. Joseta Neufville-Wento, expressed gratitude and described the ranking as a strong endorsement of her team’s commitment and professionalism. She emphasized that the recognition reflects years of consistent effort to build a transparent and accountable institution focused on delivering results for the Liberian people. Mrs. Neufville-Wento stated that this award belongs to the hardworking team of the National Road Fund, noting that their dedication, professionalism, and shared commitment to excellence made the achievement possible. She added that it motivates them to do even more in supporting President Joseph N. Boakai’s priority on roads and infrastructure development across Liberia.
She further noted that the NRF remains committed to improving its systems and expanding its impact in support of national development priorities. According to her, the institution will continue to strengthen internal controls, improve revenue management processes, and enhance collaboration with key stakeholders in the infrastructure sector.
The 2025 PMCS ranking adds to a growing list of achievements for the National Road Fund. In December 2025, the institution was also ranked among the top-performing agencies in the Auditor General’s Annual Compliance Report, where it achieved a 93 percent implementation rate of audit recommendations. This milestone placed the NRF at the top of 62 government institutions reviewed, further solidifying its reputation as one of the most compliant and reform-driven agencies in Liberia.
Observers say the consistent performance of the NRF reflects broader improvements in public financial management and institutional accountability across government. The Fund’s success is being cited as an example of how targeted reforms and strong leadership can produce measurable improvements in service delivery and governance outcomes. As Liberia continues to prioritize infrastructure expansion under its national development agenda, the National Road Fund is expected to play an even more strategic role in ensuring that road projects are sustainably financed and effectively implemented.
