Naymote Calls on President Boakai to Launch a Comprehensive Constitutional Review for Modernized Governance

By Amos Harris

Monrovia, Liberia – Naymote Partners for Democratic Development has issued a strong appeal to President Joseph Nyuma Boakai, urging his administration to initiate a comprehensive constitutional review process. The organization contends that such a review is crucial for strengthening governance, upholding democratic principles, and ensuring the consistent application of the rule of law in Liberia.

Eddie Jarwolo, Executive Director of Naymote, emphasized the pressing need to align Liberia’s constitution with contemporary democratic standards. He argued that a modernized constitution would provide a more robust legal foundation for justice, accountability, and inclusive governance, all of which are essential for Liberia’s continued development and stability.

Liberia’s current constitution, adopted in 1986, was last amended nearly four decades ago during a period of military rule. Naymote asserts that this document, while a significant step forward from the 1847 Independence-era framework, no longer sufficiently addresses the complexities of the nation’s evolving political, social, and legal landscape.

“The 1986 Constitution was a product of its time, and while it served its purpose then, Liberia has undergone significant transformations,” Jarwolo stated. “We need a constitution that reflects our current realities and aspirations, one that fortifies our democratic institutions and safeguards the rights of all citizens.”

Naymote’s call comes at a time when constitutional ambiguities have contributed to governance challenges, leading to concerns over the clarity and enforcement of legal provisions. Specifically, Jarwolo highlighted the critical need for reforms that ensure judicial independence and provide protection against political interference across all sectors of governance.

“The judiciary must be free from undue influence to ensure impartial justice,” Jarwolo explained. “Similarly, other governance structures need clear, unambiguous guidelines to promote transparency and accountability”

The organization believes that a well-structured and inclusive constitutional review process would not only solidify Liberia’s democratic foundations but also significantly enhance public trust in the legal and governance systems. This review should involve widespread public participation, including input from civil society organizations, legal experts, academics, and citizens from all walks of life, to ensure that the revised constitution reflects the collective will of the Liberian people.

Naymote is urging the Boakai administration to prioritize constitutional reform as a key measure in advancing good governance and establishing a more robust democratic framework for future generations. The organization believes that such a reform would:

 * Strengthen Democratic Institutions: Clarifying and reinforcing the roles and responsibilities of various branches of government, ensuring checks and balances, and promoting transparency.

 * Enhance Judicial Independence: By establishing clear guidelines for the appointment and tenure of judges, protecting them from political interference, and ensuring access to justice for all citizens.

 * Protect Civil Liberties: By enshrining fundamental rights and freedoms, including freedom of speech, assembly, and association, and ensuring their protection through effective legal mechanisms.

 * Promote Inclusive Governance: By ensuring that all segments of society, including marginalized groups, are represented in decision-making processes.

 * Modernize Legal Frameworks: By updating laws and regulations to reflect current realities and address emerging challenges, such as technological advancements and environmental sustainability.

By initiating a comprehensive constitutional review, President Boakai has the opportunity to leave a lasting legacy by solidifying Liberia’s democratic foundations and ensuring a more just and equitable society for all Liberians.
