The Chairman of the Liberia Land Authority (LLA), Hon. Samuel F. Kpakio, has officially launched the Real Property Valuation Data Collector Training in Nimba County. This initiative marks a significant milestone in Liberia’s ongoing efforts to modernize land governance, strengthen transparency, and enhance domestic revenue generation. The landmark event, attended by senior government officials, technical experts, local authorities, and development partners, marks a bold new chapter in the nation’s property valuation system transformation.
The initiative is being implemented in close collaboration with the Liberia Revenue Authority (LRA) and county authorities as part of a broader national reform agenda. Delivering his keynote address, Chairman Kpakio expressed deep appreciation to the Government of President Joseph N. Boakai for its steadfast support through the Public Sector Investment Program (PSIP). He described the initiative as a clear demonstration of the administration’s commitment to institutional strengthening, digital transformation, and improved public service delivery.
For decades, Liberia’s property valuation process has relied heavily on manual systems that were often slow, fragmented, and prone to inaccuracies. The introduction of the Real Property Valuation Software and Mobile Application is poised to revolutionize the way properties are identified, mapped, assessed, and managed nationwide. This new digital platform is designed to standardize valuation methods, improve data accuracy, and streamline information management.
By leveraging modern technology, the system will significantly enhance domestic revenue mobilization while simultaneously reducing disputes associated with property assessment. The initiative aligns with national development objectives aimed at building a fair and equitable tax system where property owners contribute based on transparent and standardized criteria.
While highlighting the importance of technology, Chairman Kpakio stressed that real transformation depends on the professionalism of the people implementing the reform. He described the data collectors as the “backbone” of this modernization drive. These trained professionals will work directly within communities to engage property owners, gather accurate data, and ensure that the information captured in the digital system reflects the physical realities on the ground.
Addressing the trainees, the Chairman noted that the credibility of the entire process rests on their integrity and commitment. The training program equips participants with the technical knowledge and practical skills necessary to operate the software effectively, ensuring consistency and accuracy throughout the valuation process.
The launch ceremony also underscored the crucial role of local government authorities and community stakeholders. Township Commissioners, City Mayors, traditional leaders, and the LLA Awareness Team are expected to play active roles in community sensitization and dispute resolution. Chairman Kpakio emphasized that strong local buy-in is essential, noting that structured stakeholder engagement meetings are also scheduled for Montserrado and Margibi Counties to ensure national alignment.
At its core, this initiative is about strengthening domestic resource mobilization. A modern property valuation system ensures fair assessments and enhances the collection of funds vital for national development. Properly managed revenue translates into improved infrastructure, better educational facilities, and strengthened healthcare systems for all Liberians.
