CNDRA Refutes Corruption Allegations, Highlights USD $100k Performance Bonus

MONROVIA The Center for National Documents and Records Agency (CNDRA) has officially dismissed allegations of financial impropriety published by Base TV Media, characterizing the report as irresponsible, unethical, and a direct assault on the agency’s integrity. During a press conference held in Monrovia on Friday, CNDRA Communications Director Kaipee Luther Newray addressed the February 19, 2026, publication titled “Corruption Scandal at the Center for National Documents and Records Agency (CNDRA),” describing it as a malicious attempt to undermine the hard-earned reputation of the agency’s leadership.

Director Newray clarified that Director General D. Nelson Bearngar, Financial Comptroller Henry G. Swaray, and Procurement Director James Fahnbulleh have not been involved in any form of bribery or the misapplication of public funds. He noted that the publication in question lacks any semblance of credible evidence, failing to include official audit reports, investigation findings, or documentation from recognized oversight institutions. Newray emphasized that without such proof, the claims amount to character assassination rather than legitimate, ethical journalism. He specifically refuted the allegation that Director General Bearngar owns a company that consistently wins agency contracts, noting that the article provided no conflict-of-interest disclosures or investigative reports to support such a claim.

In response to accusations regarding procurement violations, the CNDRA maintained that its annual procurement plan is in full compliance with the Public Procurement and Concessions Commission (PPCC) laws of Liberia. Newray further dismissed claims of biweekly fund withdrawals for unlawful activities, stating that these assertions are entirely unsupported by financial audits. Rather than underperforming, the agency actually exceeded its national budget target for 2025. This exceptional performance resulted in the agency earning a USD $100,000 performance bonus, which Newray cited as a clear indicator of the agency’s fiscal health, transparency, and commitment to national goals.

The CNDRA has formally requested that Base TV Media retract the defamatory publication immediately. Director Newray warned that the agency remains prepared to pursue legal action against any individuals or outlets attempting to harm its reputation through misinformation. He concluded by reaffirming the agency’s dedication to honesty, accountability, and strict adherence to the laws governing public institutions in Liberia, urging the public to rely only on verified information from official sources.
