Public Safety for Liberia (PS4 Liberia) Endorses National Petition for the Passage of the Liberia Business Development Authority (LBDA) Act

PHILADELPHIA, PA – Public Safety for Liberia (PS4 Liberia Inc.), a U.S.-based nonprofit organization dedicated to civic responsibility and community empowerment, formally announces its endorsement of the January 7, 2026, National Petition. Organized by the Patriotic Entrepreneurs of Liberia (PATEL Inc.) and the Economic Action Movement (EAM), the petition urges the National Legislature to pass the Liberia Business Development Authority (LBDA) Act.

Originally submitted in March 2023, the LBDA Act is designed to safeguard Liberian-owned enterprises, stimulate job creation, and establish a transparent, competitive economic landscape.

PS4 Liberia’s endorsement is rooted in the belief that national security and economic stability are deeply intertwined. A marginalized workforce and high unemployment are direct contributors to social instability.

“A nation cannot be truly safe when its citizens are economically excluded,” says Philip E.P. Woods, II, Executive Director of PS4 Liberia. “The LBDA Act is a vital step toward creating a safer Liberia by providing dignity through labor and ensuring that the local economy serves its people first.”

Key Pillars of the LBDA Act Support:

  • Job Creation: Prioritizing Liberian citizens for domestic employment opportunities.
  • SME Protection: Shielding local entrepreneurs from unfair foreign competition.
  • Legal Reform: Establishing a Fast-Track Economic Court to resolve business disputes and curb exploitation.
  • National Stability: Reducing poverty-driven crime by fostering a robust middle class.
  • Future-Proofing: Creating a fair business environment that benefits all citizens, including current lawmakers transitioning to private life.

PS4 Liberia calls upon all Liberians—across the 15 counties and throughout the Diaspora—to support this non-partisan movement. Whether in the United States, Europe, or across West Africa, the organization urges market women, students, professionals, and community leaders to stand in solidarity with PATEL and EAM.

“This is not a political rally; it is a national development movement,” added Woods. “We are calling on all Diaspora organizations, alumni groups, and county associations to join us in advocating for a Liberia where families have dignity and the economy works for everyone.”
