President Boakai Launches Instant Inclusive Payment System to Modernize Liberia’s Financial Landscape
Monrovia, Liberia — December 17, 2025: President Joseph Nyuma Boakai, Sr., officially launched the Instant Inclusive Payment System (IIPS) yesterday, marking a transformative step toward expanding digital financial access and modernizing the payment infrastructure of Liberia. The unveiling ceremony took place at the EJS Ministerial Complex in Oldest Congo Town under the auspices of the Central Bank of Liberia. During the event, President Boakai characterized the IIPS as both a major technological advancement and a national commitment to ensuring that economic progress reaches every citizen across the country. He emphasized that the platform will enable Liberians to send and receive money instantly, securely, and affordably while significantly improving transparency in government transactions.
The President explained that the IIPS is designed to support several key pillars of the Government’s ARREST Agenda. In the agricultural sector, the system will allow farmers to receive payments in real time, facilitating quicker reinvestment in essential seeds and tools. Regarding infrastructure, the platform complements physical road construction by creating digital financial connections that link isolated communities. In the realm of governance, the digitization of salaries, pensions, and social transfers is expected to eliminate delays and reduce leakages, thereby strengthening public trust in state institutions. Other sectors, including education, sanitation, and tourism, are also positioned to benefit from the speed and reliability of these transactions.
President Boakai further emphasized that financial inclusion should be viewed as a right rather than a privilege. He noted that millions of Liberians have historically relied on cash-based transactions that are often costly and risky. The introduction of the IIPS opens significant opportunities for market women, small business owners, youth innovators, and entrepreneurs by enabling real-time payments and reducing systemic dependence on physical cash. By lowering transaction costs and increasing the speed of commerce, the system is expected to attract investment and help Liberia compete more effectively in a global economy driven by digital efficiency.
The brand unveiled alongside the system—centered on the theme of crafting an “Instant and Inclusive Liberia”—is intended to be a national asset serving all citizens regardless of their income, age, or geographic location. President Boakai credited this achievement to the robust collaboration between the Central Bank of Liberia, various financial institutions, mobile money operators, and international development partners. He described the launch as the beginning of a broader digital transformation agenda aimed at integrating new technologies nationwide.
In his closing remarks, President Boakai called upon individuals, businesses, and institutions to adopt and innovate on the new platform. He urged collective participation to ensure the system delivers broad-based benefits to the population. Commending the Central Bank of Liberia and its partners for their leadership, the President expressed his firm optimism that the IIPS will help build a more inclusive, transparent, and empowered economy for all Liberians.
