NaFAA DG-Designate Pledges To Strengthen Fisheries Governance

The Director-General designate of the National Fisheries and Aquaculture Authority (NaFAA), J. Cyrus Saygbe, has pledged to strengthen governance, boost local fish production, and safeguard Liberia’s marine resources if confirmed as the head of the institution. Appearing before the Senate Committee on Agriculture, Forestry, and Fisheries on Monday, January 19, 2026, Saygbe emphasized the critical role that fisheries and aquaculture play in ensuring national food security, job creation, and economic growth.

During the hearing, Saygbe outlined a vision centered on transparency, institutional reform, and increased support for local fishermen and fish farmers. He informed the committee that his administration would prioritize the enforcement of regulations against illegal fishing to improve government revenue generation and ensure that Liberian citizens benefit meaningfully from the country’s vast marine and inland water resources.

A key component of his strategy involves a call for national investment in a proposed $26 million Fishery Port, which he believes will significantly bolster the industry and enhance revenue. Additionally, Saygbe revealed that a decentralization plan for NaFAA has been finalized. This move is intended to establish operations at the county level, providing more direct support and oversight particularly in coastal regions.

Reflecting on his previous tenure as Acting Director-General, Saygbe noted that NaFAA has already made strides in monitoring and surveillance of territorial waters through collaboration with international partners. He assured the Senate that he would continue to work closely with security agencies and local authorities to curb illegal activities and maintain compliance with fisheries regulations.

In response to Senate concerns regarding revenue leakages and the empowerment of coastal communities, Saygbe highlighted plans to expand inland fish farming. He explained that aquaculture has the potential to transform rural communities by creating sustainable livelihoods for women and youth while simultaneously reducing pressure on marine stocks. To achieve this, he intends to prioritize technical training and provide better access to fingerlings and support for local farmers.
