Liberia Takes a Giant Leap Towards Digital Resilience with Second Submarine Cable

Buchanan, Grand Bassa County – In a significant stride towards strengthening its digital infrastructure, the Republic of Liberia has initiated site assessments for the landing of the Amílcar Cabral Cable, its second submarine internet cable. This pivotal project, spearheaded by the Ministry of Posts and Telecommunications, aims to bolster internet resilience and connectivity across the nation, learning from the disruptions caused by past cable outages.

The decision to pursue this crucial infrastructure development was accelerated by a severe internet blackout in 2024, which isolated Liberia from global digital networks due to a submarine cable cut outside its territorial waters. This incident starkly contrasted with the continued connectivity enjoyed by neighboring countries like Ghana, Côte d’Ivoire, and Nigeria, which benefited from multiple fiber redundancies.

Under the visionary leadership of His Excellency President Joseph Nyuma Boakai, Sr., the Government of Liberia has prioritized the landing of the Amílcar Cabral Cable. This initiative reflects the government’s unwavering commitment to Liberia’s digital transformation. The Ministry of Posts and Telecommunications, led by Minister Sekou M. Kromah, has been instrumental in driving this project forward, laying the groundwork for its successful implementation.

The project has garnered significant support from international partners, with the Economic Community of West African States (ECOWAS) and the World Bank providing crucial sponsorship. The Ministry also acknowledges the collaborative efforts of its private sector partners, who are working alongside the government to realize this transformative goal.

The landing of the Amílcar Cabral Cable in Buchanan, Grand Bassa County, contingent upon the assessment report, is poised to bring substantial benefits to the region and the broader Southeast. The establishment of a robust fiber-optic network will stimulate economic activities and significantly enhance digital connectivity, empowering residents and businesses alike.

During the initial assessment phase, the Ministry identified five potential landing sites along Buchanan’s coastline:

 * Small Fanti Town

 * Big Fanti Town

 * Upper Buchanan

 * Mother/Reverend Dukuly Memorial Site

 * Additional strategic locations

The Ministry of Posts and Telecommunications is committed to working closely with stakeholders, engineers, and development partners to finalize the landing site and ensure the seamless deployment of this critical infrastructure.
