Liberia Maritime Authority Conducts Landmark Nationwide ISPS Level 2 Security Exercise

The Liberia Maritime Authority (LiMA), acting in its capacity as the nation’s Designated Authority, has successfully executed its first-ever nationwide International Ship and Port Facility Security (ISPS) Level 2 exercise. This achievement marks a significant milestone in Liberia’s ongoing efforts to bolster maritime safety and reinforce global trade confidence in its waters.
The high-level drill was conducted simultaneously across Liberia’s two primary port facilities. The operation was managed in close partnership with the National Port Authority (NPA) and involved a coalition of key national security and emergency response agencies. This initiative underscores Liberia’s commitment to the full implementation of the ISPS Code, a critical global framework designed to protect ports and vessels from modern security threats.
Speaking for the Authority, Mr. John F. Harvey, Deputy Commissioner for Domestic Vessel Registration and Safety, characterized the exercise as a strategic advancement for national maritime resilience. He explained that the nationwide simulation was specifically engineered to evaluate the effectiveness of Port Facility Security Plans while improving operational coordination and strengthening command, communication, and rapid response systems.
Mr. Harvey further noted that the exercise simulated a coordinated national security threat scenario. This required port facilities to elevate their security posture from MARSEC Level 1 to Level 2, effectively triggering a robust, multi-agency response. Participating institutions included the Liberia National Police, Liberia Immigration Service, Liberia Coast Guard, Liberia Seaport Police, Liberia Fire Service, and the Ministry of Health Ambulance Service. These agencies mobilized personnel and resources across both land and sea, demonstrating a sophisticated capacity to manage complex maritime security incidents.
Government officials praised the performance of the participating institutions, specifically highlighting the professionalism and readiness displayed throughout the drill. The successful simulation confirmed that Liberia’s national port security systems are well-aligned with international best practices.
Mr. Harvey emphasized that this exercise sends a powerful message regarding Liberia’s commitment to maintaining world-class security standards, particularly given the evolving security landscape in the Gulf of Guinea. He maintained that protecting port infrastructure and vessels is vital not only for the domestic economy but also for the stability of regional and global commerce.
Beyond testing systems, the exercise served as a practical validation of the preparedness of port personnel and national enforcement teams. Looking ahead, LiMA has announced plans to expand future exercises to include terminal operators, shipping companies, and additional maritime stakeholders. This expansion aims to further reinforce the country’s maritime security architecture and deepen collaboration across the shipping industry.
The Liberia Maritime Authority concluded the event by expressing gratitude to all participating partners for their active engagement. The Authority reaffirmed its dedication to conducting regular nationwide drills to ensure that Liberian ports remain secure, resilient, and fully prepared for any emerging threats.
