Amb. Brown Calls on UN Security Council to End Institutional Impasse, Strengthen Sanctions Delisting Process

Ambassador Lewis G. Brown, representing Liberia at the United Nations, has called on the UN Security Council to resolve ongoing institutional impasses and enhance the fairness, transparency, and effectiveness of its sanctions delisting procedures. Speaking on behalf of the A3 bloc—comprising Liberia, the Democratic Republic of the Congo, and Somalia—Ambassador Brown emphasized that procedural bottlenecks and delays within Council mechanisms undermine the credibility of the global sanctions framework.

The address focused on the critical role of the Focal Point for Delisting, urging member states to strengthen due process guarantees for individuals and entities petitioning for removal from UN sanctions lists. Ambassador Brown noted that institutional inertia and coordination gaps among sanctions committees create unnecessary hurdles for petitioners, highlighting the need for timely information-sharing, clear criteria, and streamlined decision-making.

In his call to action, Ambassador Brown reaffirmed the commitment of the A3 to constructive UN reforms that uphold international law, maintain diplomatic integrity, and ensure equitable treatment across all multilateral security operations.
