LRA Joins Continental Strategy to Strengthen Tax Transparency and Recover Lost Revenue

Monrovia, Liberia – July 3, 2026: Liberia has joined fellow African countries in adopting a landmark continental strategy to strengthen international tax cooperation, combat cross-border tax evasion, and recover lost public revenue through enhanced tax transparency.

The commitment was reaffirmed by Liberia Revenue Authority (LRA) Commissioner General James Dorbor Jallah, who endorsed a resolution adopted by Heads of Tax Administrations during the 19th Meeting of the Africa Initiative held in Cotonou, Benin.

The resolution commits participating countries to implementing the Model Strategy to Maximise the Use of Exchange of Information on Request (EOIR) to Tackle Tax Evasion and Other Illicit Financial Flows and Mobilize Domestic Resources.

Exchange of Information on Request is an internationally recognized mechanism that enables tax administrations to obtain tax information from foreign jurisdictions to investigate tax evasion, strengthen compliance, and recover revenue that would otherwise remain beyond their reach.

By endorsing the resolution, Liberia joins a coordinated African effort to ensure that tax evaders can no longer exploit international borders to conceal taxable income, evade their tax obligations, or deprive governments of the resources needed to finance national development.

Commissioner General Jallah said Liberia’s endorsement reflects the country’s determination to strengthen tax transparency and international cooperation as essential pillars of effective revenue administration and good governance.

Tax evaders should no longer find safe places to hide income across borders. Liberia is strengthening its ability to work with other countries to detect offshore tax evasion, recover lost public revenue, and ensure that everyone pays their fair share.

This is not simply about exchanging information; it is about protecting our national revenue, strengthening public confidence in the tax system, and creating more resources to support Liberia’s development priorities, Commissioner General Jallah said.

He noted that stronger international cooperation will enhance Liberia’s ability to identify offshore tax evasion, improve compliance, combat illicit financial flows, and safeguard the country’s tax base in an increasingly interconnected global economy.

The Commissioner General emphasized that the initiative will also strengthen the LRA’s capacity to use international tax information more effectively during audits, investigations, and compliance activities, thereby improving revenue collection while reinforcing transparency and accountability in tax administration.

The resolution builds on the Yaoundé Declaration and several years of technical work undertaken by the Africa Initiative and the Global Forum to improve the practical use of Exchange of Information across Africa.

Under the agreement, participating countries will assess their national frameworks, implement targeted action plans, and work closely with the Global Forum Secretariat to strengthen the effective use of international tax information.

Commissioner General Jallah said Liberia remains committed to implementing internationally recognized standards on tax transparency and will continue collaborating with regional and global partners to strengthen tax administration and domestic resource mobilization.

He added that Liberia’s endorsement of the resolution further reinforces the country’s growing leadership in regional tax cooperation and reflects the LRA’s commitment to contributing to collective African efforts aimed at building stronger, more transparent, and more accountable tax administrations.

The adoption of the resolution marks another important milestone in Africa’s efforts to strengthen tax transparency and international cooperation.

For Liberia, it represents a significant step toward building a modern, transparent, and internationally connected revenue administration capable of protecting the country’s tax base, improving voluntary compliance, mobilizing additional domestic revenue, and supporting sustainable economic growth and national development.
