LRA Strengthens International Partnership with South Korea To Modernize Tax Administration

By Amos Harris

The Liberia Revenue Authority (LRA), under the leadership of Commissioner General James Dorbor Jallah, has embarked on a landmark strategic engagement in the Republic of South Korea. The mission is aimed at strengthening Liberia’s tax administration system and significantly enhancing domestic revenue mobilization.

Commissioner General Jallah, accompanied by a high-level delegation, is currently holding a series of high-profile meetings with officials from the National Tax Service (NTS) of Korea, an entity widely recognized as one of Asia’s most advanced and innovative revenue administration institutions. This weeklong visit reflects Liberia’s ongoing commitment to adopting global best practices and accelerating systemic reforms within its revenue sector.

The engagement focuses primarily on building a strong, enduring partnership that will promote deep technical cooperation, institutional development, knowledge exchange, and technology transfer. Through this collaboration, the LRA seeks to elevate its operational capacity while strengthening its ability to efficiently mobilize revenue for Liberia’s national development agenda.

A key objective of the visit is to provide Liberian tax officials with firsthand exposure to Korea’s highly advanced digital tax systems, data-driven compliance mechanisms, and modern revenue collection technologies. These digital innovations have historically played a transformative role in maximizing tax compliance and boosting overall revenue performance in South Korea.

This international visit comes at a critical juncture as the LRA continues to implement sweeping internal reforms designed to modernize Liberia’s tax administration framework. By learning directly from South Korea’s successful experiences, the Authority aims to vastly improve service delivery, increase operational transparency, and create a more efficient, user-friendly environment for taxpayers.

During the visit, the Liberian delegation is scheduled to engage in deep discussions with key stakeholders and technical experts across Korea’s revenue administration sector. These meetings are intended to foster long-term cooperation and establish practical, day-to-day mechanisms for sustained institutional support.

One of the major highlights of the engagement will be the signing of several formal Memoranda of Understanding (MoUs) between the LRA and the National Tax Service of Korea. These milestone agreements will cover critical pillars of development, including digital transformation, international taxation strategies, general tax administration, institutional capacity building, and tax justice.

The anticipated partnership is expected to provide substantial momentum to Liberia’s ongoing efforts to tighten compliance management, reduce revenue leakages, and enhance taxpayer services. Furthermore, the collaboration will heavily contribute to improving overall operational efficiency across various administrative functions of the Authority.

LRA officials believe that these agreements will unlock new opportunities for innovation and rapid modernization within Liberia’s revenue administration system. This will help position the LRA as a more responsive, technologically driven institution capable of meeting the fiscal demands of a growing economy.

As Liberia continues to pursue sustainable economic growth, this strategic partnership with South Korea’s National Tax Service represents a major step forward in building a stronger, more efficient, and globally competitive revenue administration system to anchor the nation’s long-term development.
