House of Representatives Approves Comprehensive Audit Amidst Push for Transparency

MONROVIA, Oct. 17, 2025 — In a decisive move signaling a commitment to greater transparency and accountability, the Liberian House of Representatives (HOR) has unanimously endorsed a request from the General Auditing Commission (GAC) to conduct a Comprehensive System Review of its financial operations. The resolution, sealed on Thursday, October 16, 2025, mandates the GAC to commence the audit process on Monday, October 20, 2025.

The decision, which took place during the House’s third and final quarter, saw a strong majority vote with 33 members in favor, one against, and one abstaining. This significant endorsement follows a formal communication from the GAC to the House, underscoring the necessity of an independent audit of its financial system.

The GAC stated that this system review falls under the authority of the Auditor General (AG), as stipulated in Section 2.1.3 of the GAC Act of 2014. The audit period will span three years, covering January 1, 2022, to December 31, 2024.

The GAC emphasized that the Comprehensive System Review is a limited assurance engagement designed to assess the Financial Management System and Processes currently in place at the House. Its primary objective is to provide recommendations for improvement, thereby “setting the stage for an audit.”

The review will meticulously focus on several core operational areas, including, but not limited to:

Administration: Personnel management, facility maintenance, and payroll processes.

Financial Management: Accounting policies, budgeting, financial accounting, and reporting.

Procurement Practices, Liabilities Management, and Receivable Management.

Internal Control and Systems: Assessment of internal audit functions.

Asset Management: Examination of the effectiveness and reliability of the asset register system.

Banking Transactions: Review of reconciliations and record-keeping practices.

Furthermore, the GAC will prioritize specific reconciliations between the House of Representatives and the Ministry of Finance and Development Planning, as well as any applicable reconciliation between the House’s expenditures and Donor expenditures.

In response to the resolution, the House Speaker called upon all members and relevant committees to maintain full cooperation and openness throughout the process. The Speaker stressed the new leadership’s intent to usher in an era of reforms and integrity for the benefit of the Liberian people, urging members to be ready to furnish the GAC with any necessary information and tools.
