FDA Law Enforcement Manager, Isaac Railey Who Was Reportedly Accused Of War Crimes Lives With Impunity

According to a local weekly, The Nation Times, alleged that one Colonel Isaac Railey, an employee of the Forestry Development Authority (FDA) who is also Forest Law Enforcement Manager tagged as one of the notorious rebel commanders during the reign of the defunct National Patriotic Front of Liberia (NPFL) has allegedly been exposed, according to the Monday October 17, 2022 edition of the paper.

The paper said Railey was arrested, charged and found guilty by a criminal court for willfully, recklessly, and unlawfully shooting and murdering a student in Gbarnga City, Bong County, Central Liberia during the era of former President Charles Taylor.

Col. Railey was known as ‘General Mercury’ during the war and was later enlisted into the Police Special Operation Division (SOD) of the Liberian National Police {LNP} and became the first Commander of the Jacob Town Police Depot in Paynesville. He was later transferred to Bong County as county commander of the Liberia National Police where he shot and killed a student during a peaceful student rally.

Col Isaac Railey shot and kill John Kpannah of Zota district in Bong County district 4 around 7 to 8 pm around the old Phebe hospital parking. According to paper quoting reliable sources, the late John Kpannah was arrested with a chicken and other stuff by Col Isaac Railey who said he was a criminal.

The late John Kpannah later said that he came from on his parent’s farm and these items were giving to him by his mother. While John Kpannah was explaining where he got the items, he was shot on his leg by Col Railey. Information gather says while John Kpannah was on the ground crying and telling Col Isaac Railey that he got these things from his mother and they can go there to confirm, he was shot and killed.

Not knowing the real story, citizens of Gbarnga later went on the radio thanking Col Isaac Railey for getting rid of criminals that were terrorizing the city. The late John Kpannah was a student of St. Peter School in Gbarnga.

When the news broke that John Kpannah of St. Peter School have been shot n killed by Col Isaac Railey Bong County Police Commander, students of the school went on the rampage and even burnt down the Police depot in the Ganta parking area.

He was jailed at the Monrovia central prison until the heat of last civil war and all the criminal broke jail and he fled out of the country and went to Togo where he served as bodyguard to notorious killer and former NPFL General Benjamin Yeaten.  He later returned to Ghana to live as a refugee at the Liberian Refugee Camp at Buduburam, since he was a wanted fugitive in Liberia. The families of the dead student never received justice.

Col. Railey later returned to Liberia and joined the ranks of the ‘Sabu Unit’ of the Congress for Democratic Change (CDC). The Sabu Unit of the Congress for Democrat Change (CDC) is the militant unit of the party, responsible for creating mayhem and inflicting wounds on peaceful citizens who opposed or speak against George Weah in the country.

The Forest law Enforcement unit of the Forestry Development Authority is responsible for the protection of Wild Lives and the enforcement of forest laws. Some Forest law Enforcement Rangers, including Col Isaac Railey carry weapon (arms) and performed other clandestine activities as required by their bosses.

The people of Bong county join the call for an immediate dismissal, arrest and persecution of Isaac Railey who is now serving under the George Weah led administration as Forest law Enforcement manager. Culled from the Nation Times Newspaper
