Dr. Joekai Extols Liberia’s Rise to Leadership within Nations

Says It’s Due to Country’s Present Preparedness to Lead

The rise of Liberia to global and regional decision making and politics is not a coincidence nor is it a mistake, but it is rather a result of an exceptional leadership characterized by steady, bold, and rooted in service, and the result of a nation rising to meet its moment.

The Director General of the Civil Service Agency, Dr. Josiah F. Joekai, Jr.  who made these assertions further pointed out that Liberia is no longer a footnote but a force within global and regional communities.

Director General Joekai spoke when he delivered the keynote address at the Official Launch of the Monrovia Study Center of the West African Postgraduate College of Pharmacists (WAPCP) at the Monrovia City Hall on Saturday, July 19, 2025

Dr. Joekai emphasized that the launch of this Study Center and Liberia’s presidency of the WAPCP are not isolated events, but milestones in a larger story of a nation reclaiming its place and rededicating itself to the common good.

“As Director General of the Civil Service Agency, I want you to know this: We are not observers. We are partners in this transformation,” he extolled Liberia’s rise to leadership in the international healthcare sector,  stating that the CSA is committed to ensuring that every healthcare professional is protected by law, compensated by right, and elevated by merit.

He mentioned Liberia’s championing of leadership in the Health and Public Service Network of Africa (HaPSNA), a bold continental platform dedicated to integrating healthcare workers into civil service structures across Africa, which he heads as organizing Chairman.

“As the inaugural chair of HaPSNA, I am humbled to carry Liberia’s flag forward because when we lead with purpose, others follow with hope,” he asserted

Joekai said he would be remiss if he didn’t pay tribute to our outstanding Minister of Health, Dr. Louise M. Kpoto, a true daughter of Liberia and a shining example of servant leadership.
Under her guidance, Liberia’s health system is not only functioning effectively but also achieving success.

He spoke highly of Liberia’s Rebirth on the World Map, pointing to the country’s election to a seat on the UN Security Council as a non-permanent member as he describes Liberia as “A small nation with a mighty voice, now helping shape decisions on global peace and security” as he further intimated that the country is not a footnote at the level of ECOWAS and the African Union

As he calls for Liberians to Legacy and Responsibility, he called on his compatriots to celebrate these gains with recommitment to building systems that last beyond personalities; to training professionals who don’t just meet the bar but raise it and to ensuring that every Liberian, no matter how poor or remote, has access to safe, quality healthcare.

Dr. Joekai prophesied that as Liberia Liberia holds the presidency of the WAPCP. Through Jah Cisco Weah, tomorrow Liberia is bound to holding even greater responsibility across Africa and beyond “Not because we are perfect, but because we are prepared,” stating that under the leadership of President Joseph Nyuma Boakai, Sr., Liberia is being repositioned regionally, continentally, and globally.

He then acknowledged the incredible role of pharmacists, and stated that  with the launch of this Study Center, you will now have the tools to go further, climb higher, and serve better and added that the Center is more than a classroom as he sees it a Launchpad and a sanctuary of knowledge, a crucible of excellence, and a fortress of progress.
