World Bank and Government of Liberia Train Communications Professionals to Focus on Impact, Not Just Activities

MONROVIA — Communications professionals from World Bank-supported projects, alongside representatives from various Liberian government ministries and agencies, have concluded an intensive capacity-building workshop. The initiative is aimed at revolutionizing how development results are shared with the public, marking a critical step toward building trust, promoting accountability, and deepening citizen engagement across Liberia. The workshop was organized by the World Bank in collaboration with the Ministry of Finance and Development Planning.

The primary objective of the training was to mainstream communications directly into World Bank-financed projects. Participants were equipped with practical strategies to integrate communication into the earliest stages of project planning and implementation. The core message of the workshop was clear: move away from simple event reporting and focus heavily on demonstrating measurable impact.

“Communications should not merely tell people what we are doing; it should clearly demonstrate the results we are achieving and the difference those results are making in communities.” — Georgia Wallen, World Bank Country Manager for Liberia

Ms. Wallen emphasized that effective communication is essential for ensuring development initiatives are understood, appreciated, and supported by the Liberian public. She urged the cadre of communicators to vividly showcase how projects are actively improving livelihoods, strengthening national institutions, and advancing long-term development goals.

The significance of this training is underscored by the scale of the World Bank Group’s footprint in the country. The current portfolio in Liberia totals approximately US$1 billion, supporting key sectors including health, education, roads, energy, water, social protection, private sector development, agriculture, governance, and accountability.

Ms. Wallen reminded participants that while funded by the World Bank, these projects ultimately belong to and are implemented by the Government of Liberia. Consequently, Communications Specialists and Officers play a vital role in helping Liberian stakeholders and the wider world understand exactly how these massive public resources are improving daily life.

The workshop is expected to foster a highly skilled network of professionals capable of adopting innovative storytelling techniques, leveraging modern digital platforms, and engaging stakeholders to encourage informed public participation.

By embedding communication as a core function of project delivery rather than a peripheral afterthought, the World Bank and the Government of Liberia aim to drive greater development impact, ensure transparency, and foster a stronger sense of citizen ownership over national progress.
