Harper, Maryland County —The National Commission on Higher Education (NCHE) has concluded a comprehensive program approval assessment at William V. S. Tubman University (TU) in Harper City, Maryland County, fulfilling its statutory mandate to regulate higher education and promote academic standards across Liberia.
The assessment was led by NCHE Executive Director Dr. Cecelia Cassell, alongside Deputy Director for Quality Assurance Dr. Solomon X. Y. Jallayou, Director of Compliance Mr. Melvin Taydor, and Director of Communications Mr. Emmanuel N. Gweh.
During the visit, the NCHE team engaged university authorities and conducted an extensive review of institutional documents, facilities, academic resources, and preparations for the proposed academic program. The evaluation focused on key operational areas, including curriculum standards and rigor, faculty instructional capacity, infrastructure, laboratories, and essential learning resources required to support high-quality academic delivery.
Dr. Cassell explained that the exercise forms part of the NCHE’s ongoing quality assurance efforts to ensure tertiary institutions fully meet established academic and institutional requirements prior to approving new programs. She emphasized that the Commission’s rigorous evaluation process aims to protect students, uphold academic integrity, and elevate the overall quality, relevance, and credibility of higher education throughout Liberia.
Dr. Olu Q. Menjay, President of William V. S. Tubman University, welcomed the assessment and commended the visiting delegation for thoroughly evaluating the institution’s facilities and academic offerings while providing valuable recommendations for further growth. Dr. Menjay reaffirmed the university’s dedication to complying with NCHE guidelines, stating that adhering to national quality benchmarks is vital to strengthening higher education institutions nationwide. He further underscored Tubman University’s ongoing pledge to academic excellence, describing it as a core foundational principle guiding the university’s operations.
This assessment reflects the NCHE’s broader national mission to guarantee that proposed academic programs across all tertiary institutions meet strict standards of quality, institutional capacity, and relevance before granting regulatory approval.
