The Ministry of Mines and Energy (MME) has launched a comprehensive technical planning initiative designed to strengthen institutional coordination, align sector goals with Liberia’s national development framework, and drive key sustainability initiatives under Pillar Five of the ARREST Agenda for Inclusive Development (AAID).
Convened at the Ministry’s Monrovia headquarters on September 9, 2026, the technical session convened representatives from key government bodies to begin formulating a unified Sector Strategic Plan, Investment Plan, and Project Pipeline for Liberia’s Energy and Environment Sector. This initiative directly supports national commitments under the AAID, Liberia’s Nationally Determined Contribution (NDC), and the International Monetary Fund’s Resilience and Sustainability Facility (RSF).
Speaking on behalf of Mines and Energy Minister R. Matenokay Tingban, Acting Minister Eudora Blay-Pritchard stressed the necessity of establishing a shared strategic direction across all sector institutions. She traced the origin of the initiative back to pre-budget preparations in June 2026 and subsequent discussions with international partners, including the IMF review team, which underscored the need to eliminate fragmented planning in favor of a cohesive national blueprint. Deputy Minister Blay-Pritchard urged technical delegates to leverage their expertise to craft actionable, measurable, and comprehensive plans capable of attracting both public and private capital.
During the workshop, technical guidance was provided by key officials. The Assistant Director of the Research, Planning, Development, and Coordination Unit at the Ministry of Finance and Development Planning (MFDP) delivered an overview of the technical requirements, standards, and implementation structures necessary for sector-wide alignment. Additionally, Absalom S. F. Kendor, Director of Procurement at the MME, presented on strategic plan content development, highlighting the essential components for creating an efficient, results-driven operational framework.
Stakeholders emphasized that establishing a credible, well-defined project pipeline is essential for converting broad policy commitments into bankable, implementable projects. By unifying energy development, climate resilience, and resource management under a single strategic roadmap, the Government of Liberia aims to streamline domestic resource allocation, secure international development financing, and accelerate sustainable economic growth.
