Monrovia, Liberia (January 18th, 2026) – The Liberia Special Economic Zones Authority (LSEZA) has officially turned over the Special Agro-Processing Zone (SAPZ) project site in Grand Bassa County to the contractor, HM & A, marking a major milestone in the Government of Liberia’s agro-industrial development agenda.
Under the African Development Bank (AfDB)-funded contract, HM & A will carry out site clearing, fencing, creation of access for power transmission lines, and construction of a 4.7-kilometer access road leading to the proposed agro-industrial park.
The project, expected to last for 18 months, covers over 210 hectares of land designated for the development of a modern Special Agro-Processing Zone. The land was voluntarily provided by residents of the affected communities, who were resettled by the Government of Liberia through the approved Resettlement Action Plan (RAP).
Speaking on behalf of Vice President Jeremiah Kpan Koung, Dr. Macdonald Metzger, Deputy Chief of Staff for Administration, said the SAPZ project reflects the Government of Liberia’s commitment to job creation and inclusive growth, noting that the initiative will unlock investment opportunities, add value to agricultural production, and position Liberia as a competitive agro-industrial destination.
For his part, Prince Wreh, Head of the Liberia Special Economic Zones Authority, emphasized that the turnover signals a shift from planning to implementation. He further noted that the Liberia Special Economic Zones Authority was established to designate and prepare investment-ready economic zones and that the SAPZ will serve as a catalyst for agro- processing, export expansion, and large-scale employment, particularly for the people of Grand Bassa County.”
The development of the SAPZ is expected to generate employment opportunities for residents of surrounding communities while attracting both domestic and foreign investors to a virgin, fully prepared industrial site intended to boost exports and economic growth.

The ceremony was attended by the Senate Pro Tempore, the Superintendent of Grand Bassa County, and members of the county’s legislative caucus, who collectively pledged their support toward transforming Grand Bassa into a strategic trade and industrial hub for Liberia’s development.
