LRA Launches Nationwide Change Readiness Tour To Strengthen Enterprise Reform Strategy

PAYNESVILLE — The Liberia Revenue Authority (LRA) has launched a nationwide Change Readiness Tour to prepare its workforce across the country for a major institutional transformation designed to modernize tax administration, customs operations, and public service delivery.

The initiative seeks to actively engage staff at all levels while evaluating their readiness to support the Authority’s ongoing reform agenda. Beginning this week with an interactive session at the LRA Headquarters in Paynesville, the tour will extend to Tax Business Offices and Customs Business Offices across all 15 counties, covering more than 25 locations before the LRA finalizes its Enterprise Change Management Strategy.

Implemented with the support of Commissioner General James Dorbor Jallah, the tour is led by Benedict Tokpa Danuweli, Manager of the Enterprise Change Management Unit within the Transformation and Modernization Division. The exercise aims to ensure that staff members play a central role in shaping and executing the Authority’s modernization goals.

According to the LRA, the tour builds on more than 21 institutional reform projects already underway, including the rollout of the Liberia Integrated Tax Administration System (LITAS), upgrades to ASYCUDA World, the implementation of Value Added Tax (VAT), and the introduction of electronic invoicing. Together, these systems are intended to boost efficiency, transparency, and overall service quality.

The nationwide drive follows findings from the LRA’s initial Change Readiness Assessment conducted in April 2026. While that survey revealed a solid organizational readiness score of 69 percent and strong leadership support at 84 percent, it highlighted a clear need for deeper employee engagement, particularly in field offices where core operational work takes place.

Throughout the tour, staff will share their perspectives, raise concerns, and offer recommendations. Employees will also nominate dedicated Change Champions to help lead local communication and adoption efforts. Feedback collected from all 15 counties will be compiled into a National Staff Awareness Assessment Report to direct future training, communication strategies, and capacity-building programs.

Speaking at the launch, Danuweli emphasized that the LRA’s transformation relies as much on employee adoption as it does on technological upgrades. He reaffirmed Commissioner General Jallah’s commitment to placing staff at the heart of the institution’s evolution.

LRA leadership remains confident that this nationwide engagement will strengthen internal alignment, build staff ownership of new processes, and foster a more efficient, transparent, and citizen-centered tax administration to support Liberia’s national development goals.
