Monrovia, Liberia — July 22, 2026: Liberia Revenue Authority Commissioner General James Dorbor Jallah has joined fellow African tax leaders for the 7th Heads of Tax Administrations Master Class, hosted by the African Tax Administration Forum (ATAF) in collaboration with the Gambia Revenue Authority (GRA) in Banjul, The Gambia.
The executive forum is convened under the theme, Leading for Greatness: Shaping High- Performance Tax Administrations.
It brings together Commissioners General and Directors General of tax administrations across Africa to strengthen leadership, exchange experiences, and explore innovative approaches to building high-performing tax institutions.
The Heads of Tax Administrations Master Class is ATAF’s flagship executive leadership program, providing a confidential platform for strategic dialogue, peer learning, and collaboration among Africa’s most senior tax administrators.
This year program focuses on the leadership competencies needed to build resilient, accountable, and high-performing tax administrations capable of delivering sustainable institutional impact in an increasingly complex operating environment.
Through expert-led sessions, executive discussions, peer exchanges, interactive debates, and structured reflection, participants are examining practical strategies for strengthening organizational culture, enhancing institutional performance, and cultivating leadership that drives long-term excellence.
The Master Class also provides an opportunity for Heads of Tax Administrations to discuss emerging challenges in tax administration, share successful experiences, and identify innovative solutions to improve revenue collection, taxpayer services, digital transformation, and organizational effectiveness across the continent.
Speaking on the importance of the program, Commissioner General Jallah said leadership development remains critical to building modern and responsive tax administrations capable of meeting the evolving needs of governments and taxpayers.

This Master Class provides an invaluable opportunity to learn from our peers, share Liberia’s experiences, and adopt innovative approaches that will strengthen our institution, improve taxpayer services, and enhance domestic revenue mobilization, Commissioner General Jallah said.
He noted that the knowledge and best practices gained from the forum will complement the Liberia Revenue Authority’s ongoing modernization agenda, including digital transformation initiatives, organizational performance improvement, enhanced taxpayer services, and preparations for the implementation of Value Added Tax (VAT) on January 1, 2027.
