The Government of Liberia has officially confirmed the submission of a proposed US$364 million road concession agreement between the Republic of Liberia and PAVIFORT AL ASSOCIATES, INC. to the National Legislature for approval.
Information Minister Jerolinmek M. Piah made the disclosure during the Ministry of Information’s regular press briefing held on Tuesday, November 4, 2025, in Monrovia.
Minister Piah stated that the agreement, originally forwarded by the Executive Branch in July 2025, is designed to undertake the asphalt pavement of 255 kilometers of major road corridors across the country.
The crucial infrastructure project will be implemented under a Build, Operate and Transfer (BOT) arrangement over a period of five years.
The proposed concession covers several key road corridors:
St. Paul Bridge to Klay, Bomi County, Klay to Bo Waterside, Klay to Tubmanburg, Madinat to Robertsport and Voinjama to Mendikorma
Minister Piah emphasized that this initiative is a core part of the Boakai administration’s national development agenda, highlighting its commitment to improving Liberia’s road infrastructure, facilitating trade, and enhancing inter-county connectivity.
He assured the public that President Joseph Nyuma Boakai remains determined to ensure that “all roads across the country are connected,” stressing that improved infrastructure is vital for national growth and inclusion.
“President Boakai wants every Liberian to benefit from the nation’s wealth,” Minister Piah said. He added that the government’s development programs are specifically designed to ensure that “the country’s resources serve the collective good of all citizens, not just a few.”
If approved by the Legislature, the PAVIFORT AL ASSOCIATES concession is expected to become one of the largest infrastructure investments in Liberia’s recent history, signaling a renewed drive toward national road development and economic transformation.
