Engineering Society of Liberia Announces Louis Blopai Caesar Jr., FESOL, as Chairman of the Board of Directors

MONROVIA, LIBERIA The Engineering Society of Liberia (ESOL) is proud to announce the election of Louis Blopai Caesar Jr., FESOL, as the new Chairman of the Board of Directors. Mr. Caesar steps into this leadership role with a formidable combination of technical mastery, strategic vision, and a proven track record within both national and international engineering landscapes.

Currently, Mr. Caesar serves as the Chief of the Technical Unit at Radio Guira for the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). In this high-stakes environment, he manages broadcast infrastructure, telecommunications systems, and multidisciplinary teams. His leadership has been pivotal in modernizing technical systems and ensuring robust mission-wide communications.

Mr. Caesar’s technical authority is backed by an exhaustive academic background. After earning his Bachelor of Science in Electrical Engineering, he went on to obtain three advanced graduate degrees: a Master of Science in Engineering Management, a Master of Science in Technology, Cybersecurity, and Policy, and a Master of Engineering in Wireless Communication Technology.

His pursuit of excellence is further evidenced by four specialized graduate certificates covering Telecommunications Policy, Wireless Communications Technology, Engineering Management, and Leadership and Management. Professionally, he is a certified PRINCE2® Practitioner and holds an ITIL® Foundation certification, reflecting his proficiency in global project management and IT service standards.

As a Fellow of the Engineering Society of Liberia (FESOL) and a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE), Mr. Caesar is uniquely positioned to lead ESOL’s strategic transformation. He succeeds Engr. Jacob Fayad, pledged to build upon his predecessor’s foundation while introducing a forward-looking agenda.

His primary objectives include strengthening governance systems, expanding professional development for members, and ensuring engineering remains at the heart of Liberia’s national development.
