The University of Liberia, with support from the United Nations Development Programme (UNDP), is advancing plans to establish the country’s first-ever Master of Science in Artificial Intelligence (MSc AI) programme, a pioneering initiative designed to equip Liberians with the skills needed to thrive in the digital age and contribute to national development.
At a time when countries are racing to harness emerging technologies to drive innovation and competitiveness, Liberia is positioning itself to build the human capital required for a modern, knowledge-based economy.
Through a series of national stakeholder consultations, government institutions, development partners, academia, private-sector actors and civil society organizations are coming together to help shape a programme that could transform how the country prepares its workforce for the future.
Building Skills for a Digital Economy
Artificial intelligence is no longer a technology of the future. It is already reshaping how governments deliver services, how businesses operate, how farmers manage crops, how health systems diagnose diseases and how institutions make decisions.
For Liberia, where youth unemployment, limited economic diversification and capacity constraints remain significant development challenges, AI presents both an opportunity and a responsibility.
The proposed MSc AI programme seeks to develop a new generation of Liberian professionals capable of applying artificial intelligence to solve real-world challenges across sectors such as agriculture, healthcare, finance, education, governance, energy, environmental management and climate resilience.
More importantly, the initiative recognizes that technology alone cannot drive development. Success depends on people with the knowledge, skills and ethical awareness to use technology effectively and responsibly.

The University of Liberia’s proposed programme will therefore combine technical knowledge with training in AI governance, ethics, data protection, research methods, critical thinking and risk management.
This approach acknowledges an increasingly important reality: in a world flooded with automated information and AI-generated content, the ability to analyze, validate and responsibly apply technology is becoming just as important as technology itself.
A National Consultation on Liberia’s Digital Future
To ensure the programme meets both academic standards and national priorities, the University of Liberia launched an extensive consultation process involving ministries, regulatory agencies, development partners, technology firms, innovation hubs, research institutions and civil society organizations.
Led by the University’s Office of Information Technology and Office of Academic Affairs, the consultations are reviewing key elements of the programme, including curriculum content, admission requirements, faculty capacity, digital learning readiness, research infrastructure, quality assurance systems and long-term sustainability.
The University also initiated discussions with key institutions, including the Ministry of Health, Central Bank of Liberia, Liberia Electricity Corporation and Liberia Water and Sewer Corporation, among others, to ensure the programme responds to real workforce needs and emerging digital priorities.

The stakeholder consultations are critical to ensuring that the curriculum meets international standards while addressing Liberia’s unique development priorities.

One of the most significant outcomes emerging from the consultations is the recognition that AI should not be viewed solely as a field for computer scientists. Participants have emphasized that artificial intelligence is increasingly becoming a cross-cutting capability that can strengthen virtually every profession.
Farmers can use AI-driven tools to improve productivity and climate adaptation. Health practitioners can utilize AI to support diagnosis and healthcare planning. Financial institutions can improve efficiency and risk management. Public institutions can strengthen service delivery and data-driven decision-making.
In this context, Liberia’s investment in AI education is not simply about training technology specialists. It is about preparing professionals across multiple sectors to understand and apply AI within their respective fields.
The initiative also creates opportunities for future executive and professional training programmes, allowing working professionals to build AI competencies without necessarily pursuing a full academic degree.
A Milestone for Liberia’s Future
The proposed MSc AI programme aligns closely with the Government of Liberia’ss ARREST Agenda for Inclusive Development, particularly its focus on human capital development, innovation, digital transformation and institutional strengthening.
Emerging from the consultations was a shared call to position artificial intelligence as a national development capability rather than a standalone technology discipline.
Stakeholders recommended aligning the MSc AI programme with Liberia’s development priorities, strengthening industry and government partnerships, investing in faculty and digital infrastructure, promoting ethical AI governance, and ensuring long-term programme sustainability.
Participants also emphasized the importance of practical, sector-focused applications of AI and the need to build a broader ecosystem of research, innovation and digital skills that can support Liberia’s transformation into a more competitive, knowledge-driven economy.
If successfully accredited, the programme will mark a historic milestone for Liberia’s higher education system and position the University of Liberia as a leader in digital education and innovation. More importantly, it will help create a pipeline of skilled Liberian professionals capable of developing, governing and applying artificial intelligence to address national challenges and unlock new opportunities for growth.
As technology continues to reshape the global economy, Liberia’s competitiveness will increasingly depend on the skills of its people.
The consultations are therefore about more than a university programme. They are about preparing a generation of Liberians to lead, innovate and compete in an increasingly digital world.
Building an AI-Ready Workforce
UNDP support extends beyond programme development and accreditation. The organization is helping t0 strengthen the foundations necessary for long-term success, including faculty development, research capacity, digital learning systems and assessments for smart classroom readiness.
UNDP has already demonstrated its commitment to building AI capacity in Liberia, supporting training for approximately 70 government officials and upskilling 50 UNDP staff members in the use of artificial intelligence tools.
These efforts reflect a broader vision of ensuring that Liberia’s digital transformation is inclusive, practical and capable of delivering real development outcomes.
