Liberians with DED will also have their work authorization extended. This memo also directs the Secretary of Homeland Security to ensure that Citizen Immigration Services facilitate timely application and adjudication for Liberians applying for residency under the Liberian Relief and Justice Act.
- Prevent and combat discrimination based on gender identity or sexual orientation
Under this order, the Biden-Harris Administration will prevent and combat discrimination based on gender identity and sexual orientation.
The order is based on the decision of the United States Supreme Court in Bostock v. Clayton County (2020) and ensures that the federal government interprets Title VII of the Civil Rights Act of 1964 as prohibiting discrimination in the workplace for reasons of sexual orientation and gender identity.
This order will also direct agencies to take all legal steps to ensure that federal anti-discrimination statutes covering sex discrimination prohibit discrimination on the basis of sexual orientation and gender identity, protecting the rights of LGBTQ + people.

The penultimate executive order is intended to restore and maintain public trust in the United States government and ensure that the Biden Harris administration is “a government for the people.” It orders each person appointed to the executive branch to sign an ethical commitment, to act in the interest of the American people and not for personal gain.

“Regulations are an important tool for the federal government to deal with the crises facing the nation. The Trump Administration unnecessarily crippled this critical tool by creating arbitrary obstacles to regulatory action,” Biden’s team notes.
Biden issued a presidential memorandum to withdraw executive orders from the Trump Administration’s regulatory process and thus remove those unnecessary obstacles to regulating in the public interest. And, the president-elect will direct the Director of the Office of Administration and Budget to develop recommendations to improve and modernize the regulatory review.
